How to Solve the Appalling Problem of Child Sex Abuse: Why Catholic Priest Andrew Greeley Is Very Wrong to Suggest Church Self-Policing Is the Answer

Last week, the Chicago Sun Times published an Op Ed by sociologist, novelist, and Roman Catholic Church priest Andrew Greeley, entitled "Celibacy Isn't Cause of Sex Abuse." Greeley is right on that point, but he is also extremely misguided about the scourge of child sex abuse in this country, as I will explain.

Greeley states in his Op Ed, "I contend that the problem will be solved only when priests assume full responsibility for self-policing. The current response of many a priest is to wash their hands of the crimes and blame the bishops…."

These sentences, written by an important public intellectual within the Church who has been critical of the hierarchy's handling of abuse, deserve very close analysis.

"The Problem" as Greeley Defines It

First, when Greeley refers to "the problem," he is talking about the hierarchy's evil pattern of covering up child abuse by clergy, and about the dead silence of fellow priests who knew full well that their cohorts were taking children into their bedrooms and to their vacation homes. No decent human being should ever lose his or her initial revulsion at the accounts of children being offered up to predators again and again, over decades. It is not a "problem" - it is debased behavior that should not be known to man.

The real problem, though, is not about the Church - it's about all the victims. And responsibility rests upon our entire society. We have created a legal and social system that has permitted predators in robes, predators behind school desks, and predators in the home to dominate and abuse the utterly defenseless. Reliable studies show that at least one in five children has been sexually abused - and plenty of experts say that number is too low. No more than 10% of those victims ever get to court before the statutes of limitations have expired, and as a result, the adults' depraved behavior is hidden and abetted.

There is no such thing as an accident of this magnitude. Rather, the system has been constructed to favor the adults at the expense of the children. We have choices, but only a very few states have had the guts to flip the balance, placing children's interests above those of adults. The Catholic Church hierarchy's actions are just one example among millions of the ways in which children have been subjected to conditions that permit and encourage abuse. (bold emphasis added)

To put it succinctly, while the Church hierarchy has been an active participant in the pattern of abuse, it is one cog within a larger social pattern. Focus, like Greeley's, on the Church, does not begin to speak to what needs to be done to protect children.

The Narcissism of Relying on "Self-Policing" by Priests

If there were any point that a person of Greeley's obvious intelligence should have apprehended by now, I would have thought that it would be this one: There is no such thing as the successful "self-policing" of child abuse. Child molesters are too devious, dogged, and charming to be contained by any private system. Self-policing is a chimera, if not a contradiction in terms: When it comes to protecting children, it is nothing but self-indulgence.

The only cover it provides is for an organization's ugly secrets. The impulse to self-police by Chicago's Cardinal Francis George (also President of the United States Conference of Catholic Bishops) was disastrous for the boys recently abused after he let others within the Church "monitor" Fr. David McCormack rather than turn him into authorities. And this happened well after the bishops promised to report abuse to the authorities. Only the legal authorities can "contain" child abusers, and even that system is far from perfect.

Perhaps by "self-policing," Greeley means the church process of defrocking. What a joke. One of the sickest pedophiles within the church to date, Fr. David Sicoli, whose crimes were detailed in the Philadelphia Grand Jury Report on the Philadelphia Archdiocese, was defrocked just last week, which is a good six years after the Boston Globe first broke the coverup story and over two years following the Grand Jury Report - and thus decades after the hierarchy started hearing about him.

And here is the result of this fabulous example of self-policing: If we're talking about protecting the Church from scandal, defrocking was good for the Church, generating some positive publicity and making the Church appear to be taking action. However, it was disastrous for everyone else's children, as no one seems to know where Sicoli is now. Because the Church never turned him into the authorities, he's not in jail, he's not on any Megan's Law list, and he's free to continue his predatory ways.

Greeley poses the ultimate narcissistic question: Does celibacy cause child abuse? By itself? Of course not. No single policy has created this state of affairs. Rather, it takes an entire society and, in the case of the Church, the orchestration of an entire organization, to permit and foster the widespread child sex abuse we now face.

Where Are The Priests? When Many Must Have Suspected Others' Abuse, Why Have So Few Come Forward?
Greeley makes a good, though muted, point about the culpability of clergy in general: Was it really just the bishops who created this situation? A few clergy members have been brave witnesses to the corruption that has led to the abuse of children within the Church, but they have been hounded and demoted as well, including Bishop Thomas Gumbleton, Fr. Thomas Doyle, and Sister Maureen Turlish. Most of the rest are silent, as Greeley points out, apparently hoping that the problem will fix itself or worse, praying that no one will learn about their dealings with children.

You can be certain that plenty of priests suspected their fellow clergymen, or knew them to be unstable in seminary, but did nothing to prevent the inevitable abuse. According to Greeley, they need to do a better job of "self-policing." Quite to the contrary, they need to move beyond the internal dynamics of the organization and call the police.

Who Cares What the Church Has to Say About Child Sex Abuse, Anyway?

Finally, I have to wonder at the Sun Times' decision to publish Greeley's Op Ed in the first place. The Church's seemingly intractable internal problems are old news at this point.

Who cares what the Church has to say about child abuse, anyway? You don't see the hierarchy taking any steps to ensure that all children are protected or floating new ideas about how to transform all of society to make this a better place for children. The focus remains where Greeley's is - inside the institution. This navel-gazing is a distraction from the pressing need to protect all children now.

Even if the Church were to take care of every one of its victims perfectly (which will never happen), and were to never permit another child to be abused (ditto), it would have taken care of only a small percentage of the total number of children abused in this country. And even if it screened perfectly every priest on its doorstep, the problem transcends the Church.

Many more children are abused within the home, and plenty are abused in the schools. The breaking news is that there is a growing national grassroots movement for all victims of child sex abuse.

As I've written in previous columns such as this one, and as I explain in my forthcoming book, Justice Denied: What America Must Do to Protect Its Children, there is one change in public policy that will do more to protect children from future abuse and to bring justice to the millions currently suffering outside locked courthouse doors than any other: the simple fix of eliminating the statutes of limitations for child sex abuse.

The Church hierarchy is implacably opposed to such reform. Let me repeat myself - who cares?

Celibacy isn't cause of sex abuse

A couple of weeks ago I challenged the conventional wisdom of some Catholic liberals that celibacy is the cause of sexual abuse of children and young people by priests. I pointed out that it was also a problem for married Protestant clergy. What was unique for Catholics was the cover-up by church authorities -- a strategy that worked for a long, long time. Celibacy does not cause abuse, and marriage is not a cure for it.

I was deluged with hate mail from angry priests and laity. It was obvious, they ranted, that celibacy was the cause of abuse. Yet a Greek Orthodox priest wrote me an e-mail asserting that "even the married Greek clergy are not immune from pedophilia." He referred me to the Web page the Orthodox Church maintains about its problems, www.ortho doxreform.org. My ranting critics ridiculed my sociological data about the professional and personal happiness of priests in comparison with ministers. I suggest they look up the Greek Web page.

The Greeks are transparent about their problems. They don't seem to rally around their offenders in protective circles of denial. Quite the contrary, they seem to distance themselves from the abusers. They don't argue, as I heard several years ago from an Irish priest, "Father, they are PRIESTS!"

I contend that the problem will be solved only when priests assume full responsibility for self-policing. The current response of many priests is to wash their hands of the crimes and blame the bishops while at the same time they demand the abolition of obligatory celibacy. Their crusade against celibacy -- and by implications against celibates -- is a cover-up for their failure to protect children and young people in the past.

It may well be that celibacy should be optional if only to attract more young people to priestly vocations. I wonder, however, how many young women would want to be married to a priest in the Church today. The Catholic Church is in a gosh awful mess, mainly because the Roman Curia has, in the words of the London Tablet, aborted the reforms of the Vatican Council and concentrated all power in itself. The great -- and reasonable -- hopes of the council have been blighted, not permanently indeed, but temporarily. Once an admired and respected profession (vocation, if you will), the priesthood is now in disgrace. It remains to be demonstrated that married priests could restore the image of the clergy and the morale of the laity.

A young man who considers the priesthood today has to make a strong act of faith that it would be a happy choice. Nor is the restoration of the Latin mass likely to have much of an effect, despite the starry-eyed conviction that it will undo some of the effects of the council. Those who wish to revoke the council seem blithely unaware that you can't do that, and it is blind folly to try.

In fact, the priesthood would be a happy choice if one takes seriously the empirical data. But who takes such data seriously in this era of Grand Ideology and Grand Ideologues?

Both the married life and the celibate life have their advantages and disadvantages. Both callings are honorable and difficult. Both are pleasing to God. Both have their problems and both have their graces.

At one time clericalist ideology demeaned the calling of the married laity. Now a more recent ideology demeans the calling of the celibate clergy. It is time for this silly and immature confrontation to stop.

Proofs of Opus Dei strategic conquest of VOTF to expand their WORLD DOMINATION agenda

It is not a surprise that The Mole of Opus Dei whom we have pointed out has won - with her team - the VOTF National Elections. These are the 4 biggest proofs that the Octopus Dei has strategically (and successfully) swallowed the VOTF Voice of The Faithful. This was our coverage which shook the daylight out of the faithful. Opus Dei's media spins are so subtle like snakes...they thought no one would spot McBrien's Opus Dei tricks....but we exposed them in clear daylight.

This final act of Bill Casey and Boad Members prove that they are secret Opus Dei members obeying orders from Opus Dei. Opus Dei wanted to show America that Fr. Tom Doyle has been cut off from VOTF - for good- and did not want to take any chances with the election of a new team of officers at VOTF. Tom Doyle". This was the biggest omen of the Opus Dei's TOTAL control on the VOTF. Therefore, all the candidates that Tom Doyle supported in public were discredited along with him and the Opus Dei candidates were elected.

Josemaria with the Hitler-genius captured the Vatican, the Vatican Bank, and the Conference of Bishops and Cardinals worldwide. That is the snake's strategy: Capture the Head and you've captured the whole body. The Opus Dei are in all judiciary systems, Scalia, Clemens, Roberts,in USA Supreme Court. In England, they've converted Tony Blair into becoming a Catholic. The Opus Dei WORLD DOMINATION AGENDA seems to be succeeding, but as long as Tom Doyle's voice is heard, they cannot canonize John Paul II who is guilty in the crime-of-cover-up of more than 10,000 American children victims of his John Paul II Pedophile Priests Army.

1) What exactly are the hard data you are waiting for — hasn’t Bishops Accountability provided enough ‘hard data’?
I can only respond locally. After a year of research using SNAP data and BA data compared and contrasted to Archdiocesan data, we found the Archdiocese reported slightly over 60% of the predator priests we uncovered. We are still doing research but we also found that some parishes (and zip codes) had multiple sequential and (in some cases) simultaneous predators assigned either to the same parish or in proximity. We will assess trends when data collection is complete.

I make no judgments about correspondence from other organizations. I addressed only VOTF issues which I know better than other organizations.

If you haven’t garnered already I am an action oriented individual. Calling for Cardinal George’s resignation will achieve nothing but a small obscure place in the media. The Cardinal will only dig his heels in further to reinforce the clerical culture. I’ve met with him, I’ve talked to him on the phone. Chicago solutions were tailored to the issues and facts presented. The story is not over. There was never any negotiation with Cardinal George and that myth has been beaten to death–it is simply a misunderstanding of what happened in our two hour meeting with him. It began with a contentious tone on his part and ended with him inviting us back.

Perhaps the principle to consider is related to the story about whether it is better to give people fish, and feed them for a day, or teach them to fish, and feed them for a lifetime.

I submit we have to do both without so concentrating on one that all others fall by the wayside. Consider honestly whether or not VotF can ever supply the support to victims/survivors that an organization like SNAP can. And there are other organizations with similar missions. Only supporting victims/survivors is akin to feeding the faithful for a day. Yes, it must be done. No, it is not enough in itself. Attempting to change the institution that victimized them is just as worthy a goal, and it must be attempted to eliminate as near as possible to none the future abuse of children. We may not see substantial results immediately, but like a long journey, it starts with a single step. When you look at the existing reform orgs, VotF is the one with a unique and balanced program.

If you want a balanced program, it is neceasary to have a balanced administration and membership. "There's no free lunch, you get what you pay for, and nothin's gonna come in the mail"

George Bouchey's ramblings are intolerable. In fact, they are childish and immature. Paul Kendrick has asked sincere and reasonable questions about the integrity of the 2008 election process. If there is, indeed, election fraud by VOTF officials, then those who participated must be held accountable and responsible for their actions.
I would have some respect Mr. Bouchey if he responded to the issues at hand. Perhaps, Mr Bouchey's time would be better spent if he called upon VOTF national leadership to issue a statement in response to the allegations of election fraud.

I am sure you will agree that the secret information they have received provides them with an unfair edge in the election.

The VOTF election committee has employed www.Campus-Vote.com to administer the current election of VOTF officers (www.campus-vote.com).

Campus-vote.com offers web-based voting and surveys for professional organizations and faculty/student governments.

Here’s my question: does any person (or persons) other than representatives of www.Campus-Vote.com have access to “real time” election voting results? In other words, does any member of the VOTF election committee, VOTF’s current officers and trustees, VOTF’s Executive Director, or anyone other than official representatives of www.Campus-Vote.com have access to current, updated (real time), election results?

It is interesting to note that Campus-Vote.com addresses the issue of potential conflict of interest on their web site.

“Many of our clients prefer our experienced staff (we've run hundreds of elections) to act as an independent third party to administer their election and make sure that everything goes smoothly…(otherwise) you may have…to deal with potential controversies over the procedures and results.”

Here’s the scary part (from Campus-Vote web site) “As election administrator, you can also view the current vote counts. http://www.campus-vote.com/webware74/wwwexam/display-votes.html”

So, the question is: Who is the “election administrator? Who has access to the up to the minute (real time) vote tally?

Lay clericalism is rampant in VOTF, especially among the current slate of officers and trustees. Can you imagine a scenario in which the “Election Administrator” keeps certain candidates informed of the ongoing vote count? There are those who might think they are doing what’s best for VOTF by helping certain candidates get elected.

Last week, I posted a question on this site for Mr. Joseph Juhasz (see copy below).

Mr. Juhasz is a member of the VOTF National Representative Council and most recently served as moderator of the three candidate dabates.

In my own diocese, it is typical for the bishop and his spokesperson not to respond to questions that are either damaging to them or are so uncomfortable that, in their minds, they have only two options. They can either lie or not respond at all.

Mostly, they choose not to respond.

Unfortunately (sadly?), Mr. Juhasz has, like a bishop, chosen not to respond to my question.

Incidents like this affirm my thesis that VOTF has become the church it is trying to change.

It is documented that VOTF has a hierarchy, it is engaged in secrecy, it lacks openness and transparency. It has become, with the help of VOTF members like Joseph Juhasz, the Archdiocese of Voice of the Faithful.

If this were not so, VOTF leaders such as Mr. Juhasz would not hesitate to respond to any and all questions.

You may not have realized it, but before the last debate began, a conversation between Margaret Roylance (it sounded like her) and you could be heard via the audio transmission. Margaret was going through the list of questions for the candidates that were submitted by viewers of the telecast (and audio portion).

Margaret was overheard to say, “we can ignore questions from those people.”

Since he specifically mentioned my name (posting #164), I think I should comment on Board of Trustee member Dan Sullivan’s statement about my request for financial information.

Quite frankly, I am astonished that I am the only candidate, standing for election as VOICEotf Treasurer, who has made inquiries regarding the current financial status of the organization.

As a candidate for Treasurer, I have received numerous inquiries from members about VOICEotf’s current financial status (and what I am going to do about it!).

Rather than engage in wanton speculation, I prefer to base any statements I would make on good solid, current information. VOICEotf would be ill served with anything less.

Actually, all candidates should have been provided with solid, current, accurate financial data so that we could responsibly represent VOICEotf to the membership and the public.

Am I “satisfied” with the response, as Dan Sullivan suggests? Yes and no. Not really.

The requested information (regarding income/expenses/cash on hand) that has been made available to me is dated, and not really current. (As a member of the NRC, I did received summary reports at our October 2007 which were predated then and not reflective of activity since and including the Providence convocation.)

Of course, the proverbial “elephant under the rug” is that whomever the newly elected officers may be, whatever initiatives they will want to espouse, their ability to deliver to the membership will be severely constrained by the current financial status of VOICEotf for the foreseeable future.

I am committed to TRANSPARENCY and ACCOUNTABILITY to VOICEotf membership regarding our all of our financial affairs. We need to MODEL how we expect the church to act with accountability and transparency.

I am committed to spearheading renewed and reenergized FUNDRAISING EFFORTS to support and underwrite our advocacy agenda for a new church in a new century.

Beyond this, I want to “BUILD the VOICE,” build with the membership a strong partnership, commitment and responsibility for our collective resources.

Two recent posts regarding financial accountability from VOTF trustees is alarming. I am particularly interested in knowing why Keven Connors, candidate for treasurer, has not asked for a current, up to date financial statement.

I am equally concerned that Dan Bartley, candidate for president, is in possession of this information (because he is a trustee) and is unwilling to release the aforementioned financial statement.

Let's put an end to all this nonsense right now.

Mr. Bartley, take some responsibility here. Insist that an up to date financial statement is made available to all members by 5:00 PM tomorrow.

If you do not do this, Mr. Bartley, then you have painted yourself as a member of the secretive, authoritative VOTF hierarchy.

John Paul II, VOTF, Diamond Bride Mother Angelica

How many women members of VOTF can afford to wear a one-carat diamond ring or at least a 0.25 carat on their finger…while Mother Angelica has $50 Million worth of diamonds and jewels within her monastery in Alabama? And how many women of VOTF or women in America can afford the time to pray and chant and speak like Mother Angelica? Most of all, how many of the $3 Billion settlement victims of the John Paul II Pedophile Priests Army, more than 12,000 American boys and girls, can afford and have one minute of safety in Mother Angelica’s secure $250 Million fenced monastery? (And these were the prices of more than 10 and 20 years ago.)

In the movie Blood Diamond starring Leonardo DiCaprio, based on a true story, the introduction states:

Civil war rages for control of the diamond fields.
Thousands have died and millions have become refugees.
None of whom has ever seen a diamond.

Jesus deserved the very best.

You live in a unreal world so different from us laity and the VOTF. VOTF voice is not the same as yours…and must not be similar to yours. You are a typical preacher of "PRAY, pay, OBEY" and "ASK NO QUESTION". You would be a disastrous adviser to VOTF because you are as VAIN as Benedict XVI who puts on make-up everyday for the television and cameras and dress up pompously to meet world leaders and celebrities. The ONLY advice you will tell us is "Go to confession and do penance" (like you told Janet Hauter about me). The mansion of Bishop Richard Malone pales in comparison with the Temple of Mother Angelica

We are asking Bishop Richard J. Malone to answer two reasonable questions:

1) Does it make sense for you to use church funds to pay the expense for one person (you) to live in a 7,000 sq. ft., 16 room, $1.2 million mansion?

2) How does your decision to use $1.2 million of parishioners' resources for this purpose affect, involve or enable the poor?

Bishop Malone won't respond. In fact, he won't disclose any of the costs of operating and maintaining such a large building. While most Maine families are pinching and scraping to pay the high costs of home heating oil this winter season, Bishop Malone lives comfortably in a 7,000 sq.ft. home, paid for by the way, by Maine's Catholic community.

During the next few weeks, Bishop Malone will release the diocese's 2007 annual financial report for the period ending June 30, 2007.

At this same time last year, David Twomey, Diocesan Finance Director, issued a subtle warning. "Both parish offertory and the Bishop's Appeal have increased but not at a pace to cover the inflationary increases in expenses. Fortunately, we have been able to hold the rate of growth in operating expense at about 1.8%. Unfortunately, this has caused some ministries to be constrained or reduced. The challenge we face as we move to a cluster structure is to make best use of our current resources…"

Which begs the question? Does Bishop Malone really want us to believe that "the best use of our current resources" is for the bishop to live by himself in a 7,000 sq.ft. residence?

It's ironic. On the one hand Bishop Malone wants Maine's Catholics to dig deeper and deeper into their pockets to help support the Bishop's Appeal, yet, on the other hand, Bishop Malone refuses to move out of his grandiose mansion to less costly and more appropriate living quarters.

It is interesting to note that, several months ago, Bishop Malone did not hesitate to "evict" several elderly, retired priests from their living quarters at the Cathedral when it became more cost efficient to lease the same space to Catholic Charities (administrative offices).

Bishop Richard Malone lives by himself in a three-story, 7,000 sq. ft. brick mansion in Portland's most expensive neighborhood. His stately residence has sixteen rooms, including six bedrooms, four bathrooms and a three-car garage. The bishop refuses to tell parishioners the annual costs of heating, operating and maintaining his luxurious home.

The bishop's property has been assessed by the City of Portland at an approximate value of $1.2 million. Property taxes amount to more than $18,000 per year. It is estimated that the expense of heating, operating and maintaining the mansion costs an additional $22,000 per year.

Bishop Malone refuses to relocate to a more cost efficient and affordable residence, even though there is an abundance of comfortable living and entertainment space available in any one of the nearby parish rectories.

John Paul II muting VOTF Voice of the Faithful

This letter (below) of chairman Bill Casey distancing VOTF Board of Trustees from Fr. Tom Doyle marks a very sad day in America and our constitution that guarantees freedom of speech. The worst part about Opus Dei is that there is no freedom of speech and it demands absolute obedience to the Pope, John Paul II and to St? Josemaria Escriva......or we "go to Hell"! The VOTF is infiltrated by Opus Dei footsoldiers, MOLES and spies...I have been right all along in saying this bold statement and this letter of the Board of Trustees of VOTF ousting Fr. Tom Doyle proves my allegations right. Therefore, with Fr. Richard McBrien, Janet Hauter and now Bill Casey and VOTF Board of Trustees, Octopus Dei's tentacles have finally engulfed the heads and throats of the Board of Trustees. That is a typical Opus Dei strategy -- conquer the head and you've conquered the entire body. So Opus Dei have conquered the VOTF through its Board of Trustees.

This is a sad day for Americans who have looked up to the VOTF for legitimate reforms in the church...but when one door closes another opens and "All roads lead to Rome" indeed... because as VOTF shuts its voice in America...in Rome La Sapienza University science faculty and students just shut off the voice of Benedict XVI hence opening the voice of "WISDOM" of us the Laity -- yes, La Sapienza by protesting the Pope and his Opus Dei written speech and visit at their school opening day last January, the Pope cancelled his visit...and now he trembles, yes the Pope and Opus Dei trembles before GISU...read full La Sapienza protest coverage here.

In 1982 Fr. Tom Doyle was fired from his job as Chaplain of the US Navy for whistleblowing the priest pedophilia reality and because John Paul II and the church didn't want to hear about it. Today, 26 years later, over a quarter of a century later the Opus Dei and Benedict XVI also don't want to hear about this any longer especially after the church has already paid more than $3Billion to the victims. Opus Dei want the VOTF to be "a meek and mild voice " - speaking only about issues that are unalterable and impertinent to lives and safety of children, such as the ordination of women, which are really outside-the-vein and "harmless" to the institutional church. Opus Dei want to bury the priest-pedophilia John Paul left behind so they can canonize JPII saint as soon as possible. With a Saint? John Paul II together with St? Josemaria Escriba, Opus Dei plan to make them both as the WORD OF GOD...and through them they plan to achieve WORLD DOMINATION and rule the church of the 21st century in a fantasy land of live happily every after amidst Zeffirelli movie production at the Vatican Television daily.

Fr. Tom Doyle in the last paragraph of his letter to VOTF said:
Is there any hope at all? Yes! The hope is not in the institution or in bureaucratic policies, programs or empty pronouncements.

Alas VOTF Bill Casey and Board of Trustees have opted to join the institution.

Alas VOTF has been muted on its throat engulfed by the Octopus Dei tentacles.

Alas for America -- there is no hope in VOTF

We need to be bold like the La Sapienza University science professors and students who protested and successfully made Benedict XVI cancel his visit and speech on their opening school day last January.

I was shocked and dismayed when I read the letter from Bill Casey, Chair of VOTF's Board of Trustees to Tom Doyle, a long-time friend of VOTF's. Casey's letter responds to Tom Doyle's essay on VOTF and the Reform of the Governmental Structure of the Catholic Church...

Dear Tom,

I am writing on behalf of VOTF’s Board of Trustees, most of whom you personally know. You also know that we all hold you in high regard and are forever grateful for your leadership on sexual abuse, your support for survivors, and your help to VOTF as we have struggled to respond to the ongoing crisis in our church.

The trustees, all volunteers, met last weekend and of course we discussed your recent critical statements about VOTF. We agree that VOTF can do better, but we do disagree on some important points.

Voice of the Faithful has been a movement of women and men who believe that the Catholic Church is more than a mere human institution. Our church has certainly never been perfect and it has always needed reform. We Vatican II Catholics have learned that anew as we witnessed the continuing failures of the institutional church.

It has been our conviction that we should do our best to reform the church by affirming our shared responsibility for its life and work here and now, most especially in response to the corruption revealed in the sex abuse crisis. We continue to believe that we should work to strengthen the voice of the laity in the governance and guidance of the church and claim the laity’s rightful place in decisions being made every day. Our members and our leaders do not believe that the church will be best served by giving up on Vatican II reforms. Your suggestion that such efforts are a distraction from the pressing work of reform is a judgment with which we respectfully, but profoundly, disagree.

We fear that your call to abandon efforts to influence church decision-making amounts to a surrender of the church, its parishes, and its ministries to the evils of clericalism and hierarchical power.

Tom Doyle’s prophetic words and acts of compassion to clergy sex abuse survivors have motivated thousands of VOTF members. To twist Tom Doyle’s words and to use emotion-laden words like these demonstrate an inability to hear a friend’s plea for a major mid-course correction in VOTF’s present trajectory.

We have had similar disagreements with friends in other Catholic reform organizations, and within our own membership. We, respectfully, yet profoundly, reject the proposal to turn away from the existing structure [this misrepresents what Tom has written], or to confine our work to the one goal of advocacy for survivors of abuse, important as that advocacy has been, and will continue to be, to VOTF’s mission. From the start, we have argued that we serve the interests of survivors by keeping the faith [faith in whom? The corrupt institution? The enabling bishops? Or the gospel message of compassion and justice?] and trying as best we can to change the church.

Survivor support was the foundational motivation of VOTF, but it was always connected with support for priests of integrity and working for structural reform. The three goals existed together from the outset of VOTF. They are three children of the same Catholic parents. Call us foolish, if you will, but we will not choose among them!

We believe that the Catholic Church, its institutions, and ministries, built over generations by our American Catholic forebears [and controlled by an unaccountable clerical culture enabled by a compliant laity], are worth fighting for, even if its ordained leaders [to call the bishops leaders is inaccurate; the next time you write, Bill, I suggest that you use the term church officials] resist our efforts. The desire to achieve justice for survivors of sexual abuse also opened our eyes to the underlying evils of clericalism. The root problem is the clerical nature of the institution [and the attendant fear, denial, and silence that grips the laity], and restriction of power to the ordained [the power of the ordained is enabled by the learned powerlessness, and silence, and timidity of the laity]. This condition was not always true, nor is it likely to last into eternity. We can shape a different future [how do we do this, Bill?], but only if we make the effort to do so with intelligence, imagination and perseverance. Good people differ over how best to carry out our call to change the church, and we need to remain in conversation [conversation is fine, but action speaks louder than words] as we work as best we can to build a movement for genuine reform.

In a recent Commonweal article, VOTF Board members Bill Casey and David O’Brien wrote, “The bishops are deeply attached to a closed system of governance, which they claim is required to ensure the unity and orthodoxy of the church. Even on financial matters, personnel, and pastoral planning, most bishops continue to insist on total control, an attitude that has no persuasive theological justification.”

In response, Robert Blair Kaiser wrote on this blog, “If VOTF’s leaders know how to correct this situation, they seem reluctant to say so.”

After 6 years of existence, what has VOTF accomplished in the area of structural reform? There has been lots of talk, but no plan and no action. It’s obvious that we need a new approach and new leaders.


Call us naive, Tom. We have been called worse. Call us misguided, if you will, but we must endure on the course that seems right to us.

It may seem right to the Board of Trustees, but what do VOTF’s members say?

The laity’s time will come one day, and ours will be a better church when that day arrives.

The laity’s time is now. Now is the time for action. Our ship has come in. It’s at the dock. All we have do is climb aboard and take control.

Until then, our resolute choice is to continue the journey on the path we have chosen since our founding and is guided by our mission statement: To provide a prayerful voice, attentive to the Spirit, through which the Faithful can actively participate in the governance and guidance of the Catholic Church.

It’s time for a more realistic, more action-oriented mission statement.

We hope and pray that even if we can only agree to disagree over our reform efforts, you will continue to regard us as friends, seek with us opportunities for dialogue and collaboration, and keep us in your prayers. We intend to do the same for you.

Per our earlier conversation, I look forward to an opportunity shortly to meet with you to discuss your views in more detail and share ours with you. Given that many VOTF members have read and commented on your recent statements about VOTF and its future, we also intend to circulate this response within our membership.
